Default Slow on hills

2000 CC that can get up to 28mph on flat ground. But only 5mph on any hill??? Upgraded both clutches to the heavy duty springs. Removed the governor, and replaced the jet in the carb with the upgraded jet from Carts plus. I am officially lost as to what is causing this cart to slow down so much on a hill. Has anyone run into this issue and found a fix????
Cart has 4” lift, 23” tires, stock motor which was just professionally rebuilt. Two brand new clutches with heavy duty springs on both. New carb with larger jet installed. Wired to idle.

You're doing 28mph on a stock FE290?

So you've got 2 new clutches with HD springs... are the clutches both getting full motion? Are speed gears installed? How steep is this hill?

Either a clutch downshift issue or HS gears in combination with 23" tires would be enough to make a 290 struggle. I would suspect a clutch problem...

Both my carryall and my DS have FE350 motors so I dont have a 290 to compare to, but a 290 wouldnt be THAT much weaker than a 350. I've got 20" tires on the DS and 25" tires on my carryall, stock clutches and springs on both and neither even lose 1mph when going up a hill...

Yea mines slow up hill as well. Never really changes no matter throttle adjustment, spring, etc. About 5-4mph
