Default Voltage Regulator Output???

I have a 1998 gas Club Car that ran the battery out of juice. Was told it’s probably the starter generator but after going thru the different tests I found the voltage regulator to be at fault. Ordered one from Everything Carts (bad move)and received it after 18 days.... installed it then tested voltage at the battery at WOT. It showed 17 volts. Tested at 3/4 throttle and it showed 14-15 volts. On a few forums I found most instructions saying it should only be 15 volts at WOT. Starter generator puts out 17 volts after yellow wire disconnected and grounded as per instructions.
Anyone have any input?

17 volts is too high, will burn up your starter generator and cook the battery. Return that regulator for refund or exchange.

Also make sure the regulator have a good ground. I chased a similar problem and after a couple VR I found the ground was not “good” enough.

I checked the grounds and are good.
The VR I have from “the other place” looks the same that Revolution sells but is 2$ more.
The VR I took out doesn’t allow any charge from the s/g to go into the battery.
Can there be something else wrong that I’m missing?
It looks like there’s only one kind of VR for this 98 club car

With the yellow wire from the SG disconnected from the regulator, it doesn't charge. With it connected it charges at 17V, means the regulator is bad.

"Looks the same" and "is the same" are very different.

The knock off parts are inferior quality vs. OEM but visually will look nearly identical. Even down to the name cast into the side of it (mokini carbs vs. Mikuni they even use the same font)

As to what 7Harborcruiser mentioned about grounding earlier. The regulator should be grounded through the black wire. Some were grounded by the bolt that goes through the middle and a rust or corrosion around the bolt where it contacts the frame of the cart will cause a poor ground. You can check that and clean it up if necessary, or run a new ground wire from the regulator to the frame of the cart, or to battery negative and that will ensure a good ground for the regulator.
If a regulator has a poor ground it will not work correctly.

Exactly, I ended up having to ground directly to the battery to make the voltage regulator work properly. It originally was grounded to the frame, but that ground was not good enough to make it function properly.
