Default No speed up a hill?

I have a 1986 DS model gas cart and it runs like a bat out of hell on the flat ground but when I come to a hill the thing will barely make it up the incline. I have rented golf carts at the course and go up the same hill they seem to kick down and power up the hill but not mine it lags hard. I was thinking the clutch but which one primary drive clutch or the secondary clutch what should I do.

I put the front and rear spring in my club car running 26 tires and it does great now. it was sluggish before the spring upgrade though

Could it be that the secondary ( driven) is not downshifting as it should? WHat happens if you stop at the bottom of the same hill and then try to climb up it?
