Default hard starting

i have a 94 club car fe 290 this cart will only start when i manually choke the carb. is it a brand new take off carb

Most of them you do have to choke them to get em going.

but this does not have a choke cable i have to grab the throtle with my hank and chock

A clubcar does not have a cable,you just push down the black breather cover on the outside,that is your choke.

As long as you are pushing on it its chocking !
Mine I have th chock anytime It has set for 30 min to 1 hour , its normal !

It has (supposed to) a hose from it to the air intake ,
pushing it in is like closing the flap on the carb , thus chocking it .
Check to see hose is in place and not cracked or broken !

The actual choke mechinism is the black button under your left leg. when you push it in it restricts air intake to the carb by way of the plastic tube going to the filter canister/box.
If there are any cracks or leaks in the whole air filter/tube/choke knob assy. it will not work.
Check the whole assy and make sure it is sealed properly.
If you still have an issue after that I would check compression, valve clearance, or even dirt in carb although you stated it was new,
