Default 2000 cc Valve Stuck Open

So we had this cart running before and the Exaust Valve got stuck open, We took the cart to a mechanic in town here and he got it running (big $$) we take the cart home and poof its stuck open again
Ive added some pictures you can see the spring does not fully extending leaving such a gap that when i cycle the engine the rod shoots right out!! totally loose

SO Heres the big question... its been abused and rolled lots so could this be chunks of gunk/carbon that keep getting stuck, b/c it had been running when we picked it up from the mech.
Whats are my options?
pull head off, clean, gaskets, ???sea foam???
if so i need to know where to get gaskets and which ones to get

I would pull the head for an inspection, valves need to come out and inspected for bent stem or maybe valve seat coming out?
Don't short cut it or it could cost you more in the long run.

ok i need to know where i can get a head gasket and any others i may need for this... valve gaskets ? ? ?

is it possible to identify this engine fe250? 350? er what?
would like to know before i order parts
also any ideas on what will i need besides head gasket?
valve stuff??

Should have block ID cast in the lower back part of the block. Will read FE29 or FE35.
You might consider picking up a service manual for it, best money you could spend, it will have the step by step on teardown, inspection, reassembly and torque values in it.
Plus service and repair Info on the whole cart, bumper to bumper.

pull the head off no big deal the problem is the vave guide seal's are bad the guy didn't replace them I'll bet. clean the carbon off the under side of the valve's head on both put the the head back on some time's you can reuse the head gasket if you didn't mess it up when you took it off.Club Car had this problem with carbon build up they used cheap seal's for awhile.
