Governor arm set up problems

I'm working on a 96 Carryall II with an fe290 engine. I made the big mistake of loosening the nut on the clamp that holds the governor arm to the transaxle. In trying to get back where I started, I've been moving the orientation of the governer arm on the pin in very small increments but can't seem to find the right spot. The engine either surges up and down un-controlably, won't start at all or, starts, runs fine at very low speed but won't accelerate. Any ideas?

I just did the same thing. I have the transaxle torn apart to replace the stock gears with an 8:1 gear ratio, and the gear box fell over. Now the governor is loose and I'm not sure what the proper position of the arm pivot is can anyone help? Should the arm pivot be touching the governor assembly?

Thanks for the repair manual attachment. I am trying to figure out the correct position of the governor arm on the pivot arm. I have attached a picture that should help out. The gov nut is circled in red and I drew a black circle in the cotter pin hole. Does this hole line up with the split in the governor arm clamp (blue arrow). From pics I took as I was disasembling the cart for reference this is how it looked.

It's funny how easy things are when you have the instructions. Followed the manual and it worked perfectly. Thanks for the help!

I just finished the adjustment and still have the over rev limiter cutting the engine back. Any other reasons it could be over revvvvvvving? The kids love it but I am scared for them!

Why even use the governor?

You'll have to play around with the govenor settings to find a speed that won't hit the rev limiter if you intend on keeping it on the cart. No REAL set way of getting it perfect with these carts. Trial And Error.

Tommy, that over rev could be a missing butterfly in your carb.
I have seen this many times. You'll have just one speed, wide
open. If this is the case, you will have to get a new carb.
