Default engine help

hello to all.
i recently pulled the head of my 96 cc. i cleaned up the piston, and head, because it was dieseling, due to carbon buildup. i didnt take the valve cover off, i just puled the head and valvecover off as one piece. my question is do i have to take the valve cover off and put the pushrods in that way, or can i just set the pushrods in, and put the head and valve cover on as one piece? also is there anyone that could give me the head bolt sequence, and torque spec...

Thanks SO Much!!
