Holding the choke in...does mean on or off?

On - carb not getting enough fuel
off - carb getting too much fuel (exhaust show be putting out a black cloud and not necessarly a big one look at the spark plug)

Check your fuel lines, filters, pump, and carb.

Not disrespecting hubby's abilities at all because I mention it from experience, but If no change as stated I would go back in the carb. That usually is the place where one little grain of heartache is missed in one of the little orifices. Auto parts stores sell the gallon can (w/basket) of carb cleaner for soaking that works very well. Check for air leaks between the carb and engine as well.
After ya'll check the above mentioned,
fuel lines-cracked and sucking air
filter(s)- clogged and restricting fuel
Pulse hose(from engine to pump)-cracked or loose ends if they are hard feeling.
Quick way to check is pull fuel line from carb, put in bottle and spin motor over. If you get fuel, carb is still the culprit, or air leak between it and motor.
Keep us posted. Mitch

Yes, I have seen many cracks in the spacer between the carb and motor. Make sure everything is good and sealed off. Clean out the main jet with a cutting torce tip cleaner. Works great!!
