Default 98 Club Car no power

Hello all, new member here...

I have a 98' Club Car with a Kawasaki FE290 engine. The cart doesnt want to go up small hills with four people on the cart. Sounds like a drive clutch? I did install a torque spring a few years back and was fine but now it struggles going up grades.

Another issue is when i take off it runs fine, boggs down then takes off and goes through this continously. It also blows out a puff of black smoke soemtimes like its building up fuel in the engine. Also do I need two fuel filters? I have one between the tank and the pump but removed the one between the fuel pump and carburator as i thought one was OK. I took the carburator apart and cleaned it out plus replaced the fueld pump. Sorry for all the questions.

Sounds like it could be the clutches. the clutched may need cleaned. Or cart did a similar thing and it was the clutch. It was dirty and would not shift properly. Start by putting your cart in neutral and see how they respond when you press on the gas.
