define surge, if it continuously speeds up slightly and slows a little ,
Then U may be up against the Rev-limit. Which is at a bout 3000+ .
This keeps the engine from damaging itself from running too hard ?

Get a tachometer , put the cart in Maint mode and check the RPM's at full throttle.

Prior to this problem, cart was not firing. I replaced rpm limiter and ignitor, which cured the no start problem. I replaced both with oem parts.

The cart did not have the surge problem prior to replacing these new parts.

Try adjusting the RPMs down just a bit and see if it clears up, Some one might have had the governor set high with a bad rev limiter and now you might be bouncing off of the max setting.
You could also remove the brown rev limiter wire from the block (unground) and if it clears up then you know you are hitting the top RPM and should adjust the gov back some.

But to you question, The high speed jet in this carb is fixed so it is not adjustable, low speed air fuel mixture screw is all you have, turn it in to touch seat and then out 1 1/2 turns to get it running, then fine tune if needed and past a certian RPM it drops out and the high speed fixed jet takes over.
