its a golf cart......not a speed machine! you can use a zip tie on the road governor or throttle sring, but it is very recommended to have a tach. run over 4k on it and your valves meet the piston! when they start to float. you can disconnect your governor on the front of the engine. but no tach....your motor will flaot1 if i remebr right the governor cuts the motor out at 3600 rpm. i get around 20 mph on my cart. i also heard if you run the carryall belt over the ds belt you get a little more speed since its a slightly smaller belt.
but my best segestion to you is if you are going to try to get more speed by disconnecting the governor, or zipting the road governors is get a tach! and if any damage happens bgw cannot be held lyable for any damages! this is why there is not a lot on here that really tells you how to do it. when you get the need for speed spend the money and get a tach from a site sponsor. ask tom from ccp, and mike from mikes motor toys or scottyb or lockman, they will prob all agree!
