99 Carryall with no voltage to starter

I am new here an I hope someone can help me with my problem. I have a 1999 turf 2 that won't start. I recently had the blown FE350 engine replaced witha new FE400. I was having an intermitant problem wih it not starting. Just hearing the clicking of the solenoid. i could turn the pulley a little by hand and it started right up. Then it stopped working all together. I assumed it needed new starter brushes, but when I was checking things out, I found that it has 12v on the red wire coming from the battery in the solenoid box. I am thinking the white wire going from the box to the starter should have 12v when the pedal is presssed (am I correct?) but it reads 0. I jumped those 2 wires with a screwdriver and the starter spins. Does that mean that the brushes are ok? Where should I start to trace down the culprit? There are 4 fuses in the black solenoid box. (all look fine) Any advice would be appreciated. Thanks Mark

Wanted to ask another question. Is there a way to check the solenoid to see if it is bad or is that obvious with no voltage going to the starter? Hope these questions are not too basic. I just don't have a lot of experience with the electrical components.

So if you jump the two posts together on the solenoid the starter spins? and the solenoid clicks?............ If you step on the gas pedal and the solenoid clicks you should have 12volt power on both posts, thats what the solenoid does, its just a big on-off switch basicly. if you can jump the two big post together and make the starter spin the motor then the starter is fine. Try this, step on the gas make the solenoid click, hold gas pedal down, rap on starter solenoid with small hammer, if starter starts to spin engine replace solenoid, keep us posted

If you had a 12volt test light it would make thing easier

if you find out its the soiniond, get as a coctant duty one, its not the standard starting soilinoid. you will burn em up.

Thanks for all your help. RSP, i tried what you said. Nothing. After what you said I took a shot and ordered a solenoid fron one of the site sponsors. Put it in and it fired right up. Guess that was it. Anyway, thanks again.
