Default Mystery arm on 91 - KF82

Does anyone have any idea what this arm is in the pic? This engine was unassembled when I got the cart. I am almost ready to start re-assembly, however I can not find any pics of this arm in any manuals or anywhere on the web.
It enters through the crank cover above the oil fill and has a small plastic shaft inside with a flat - like the shaft of a carb. It has two small holes in the shaft like something was attached to it at some point.
First thought was some kind of governor...but these carts are done through the diff.

Anyone?

wow, right after posting the thread, I searched for "arm on kf82 engine" and I got a link to "winco kf82d-x kawasaki engine" in following, I found a pdf with a complete breakdown and parts list, and yes this one shows the arm! (It appears my cart has a "KF82D-X" engine in it.) It is a governor arm that is internally connected to the cam gear assembly. This brings me to a whole new question, since the DS uses a diff gov, is this motor gov needed?

is this motor gov needed?

The engine arm limits engine rpm to protect the engine.
The differential arm limits speed.

DO you need them ??????????????

Thats my question...this arm is only in the documentation from the engine manufacturer, it is not pictured or mentioned in any golf cart application. These motors were originally designed as bilge pump motors on ships...they were recoil start. (which btw is what is shown in this new diagram) So my question is still..."since the cart has a gov on the diff that controls speed, which in return controls rpm...then is the gov on the motor needed, or did club car think it was redundant and removed it from their application?"

Yes the internal motor governor isn't in any of the motors Kawasaki made for Club Car.

The bottom of that arm connects to the throttle cable and the top hooks to the carburetor. It's not hooked to any cam inside the motor. The governor arm you speak of is attached to the carburetor, not this arm.
