Default All or nothing

My grand pa has a 93 gas c/c. We bought it second hand About a year ago. Since we bought it he has complained the cart takes off when the gas is mashed (I thought that was the purpose of the accel pedal also). Here recently he has quit riding it all together and I questioned him about why and he responded again the cart just takes off when the pedal is mashed. I drove it a few times and saw no real issue. I have a 96 Yamaha cart and I am pretty familiar with carts, so I kind is passed it off. Well Saturday we had people at the house and we all went riding so I took grand pas cart. Now I know what he is talking about.
When the accel. is mashed just quarter way you are full throttle and the other three quarters have no variation to speed as you can go wot barely mashing the gas. I have adjusted every cable and throttle that I can find with no change. One other thing about the cart I have noticed is when you turn the cart on cold the engine starts running like the throttle is mashed. If you pull the pedal back it will quit. Also you can pull the micro switch a little and it will quit. After it warms up it's not as bad and you can bump the pedal to make it quit if it does this.
What am I missing or not looking at? Where can I go with this as we drove another cc yesterday and it has a nice pedal that has all motion in it. Also grandpa cart was a lot faster than the other cart like his has been modified in some way.
Thanks in advance

When a Club Car runs "full bore" at partial throttle, especially at that age, most find that the carburetor butterfly is broken or gone!

This would be the first thing I'd look for!

Never would have thought of that. Y'all rule. Will check about 3pm and report back.
