The lug bolts are pressed in to the axle flange and can be replaced, just like on a car.

One crisp wack with a 2 pound hammer will send the stud back out out of the flange. The new one can be set by putting the lug nut on backwards. This will press the stud partially into the flange, then add washers or if steel wheels just add the wheel and tighten the nut as usual. If you can't find one I have some used studs, Just pay the freight.
