Default 96 DS Only starts when Choked???

Hello all, I am new to Cart ownership and need some help. I recently purchased a 1996 Club Car DS with the Kawasaki FE290 motor that had been sitting for some time. I have cleaned the carburetor (and fuel tank) to the best of my "limited" mechanical abilities. I pulled all the jets, and ran a torch tip cleaner through all. I cleaned everything with carb cleaner. The air/mixture adjustment is currently 1.5 turns off of stop. I have run with various settings without improvement. The problem is that the cart will only start if holding the choke until forward movement starts. Once moving, the cart seems to run well. Fuel pump/ main jet seems fine since it runs well at full throttle. If you let off the accelerator suddenly, the engine will backfire at times. Once stopped, you must choke to start again. This occurs both "cold" and when warm. I have cleaned all of the air intake and have a new filter installed. Everything seems to be air tight in the air delivery system. Battery is fully charged. Does someone have further suggestions to try, or is it time to break down and purchase a new carburetor? Thank you in advance for your advice!!

Maybe a valve adjustment is in order...

I have not checked compression and I am curious, because it seems to smoke a bit when first running. Once warm the smoking seems to stop. Can you help me with some direction on how to check compression and how to inspect the intake manifold for a leak? I also have not adjusted the valves. I have seen some posts on that procedure, but I am not real confident in completing it. Thanks for your help.

To check for an intake leak. With the engine running in maintinace mode. Spray carb cleaner around the area between the engine and carb. If the engine changes rpm when the spray hits the area between the engine and carb. You have a leak.
When you spray use the straw to help pin point the spray. This will help to pin point the leak if you have one. Hope this helps you out.

Update on diagnostics..... New plug gapped to 0.030- no luck. No evidence of intake leak- sprayed carb cleaner around intake and no increase in RPM's. Compression check as follows:
1st stroke- 70#
2nd stroke- 90#
3rd stroke- 115#
4th stroke- 130#
5th stroke- 140#
Pressure does not seem to bleed off. I hope I did the compression check properly. Checked with carb fully open.
Thanks again for the help!!!

Valve adjustment complete! (0.005)- Cart will still not start unless choked and forward movement occurs. Motor is still smoking until warming up. It only smokes at take off when warm. Anything else to try? Thanks again.
