Default High rpms and low mph

I've changed the driven spring last year and checked it today all is clean and good condition. I changed the drive clutch weights buttons and washer today and got it all put back together ans still the same before the drive clutch rebuild. I also installed the 200 rpm spring while apart.

Put it in neutral an the belt does not even go up half way of the clutch. Could the belt be the problem now?? Possibly stretched??

That or the springs on the clutch wheel are shot

Ended up finding the problem. The driven clutch had seized to the shaft and wouldn't compress the spring. Got it apart and pb blasted it for a few minutes and got it cleaned up. Runs like a top now. Hope this helps others.

believe me....spent almost a couple hundred bucks before finding the clutch was seized.
