Default FE350D Valves not moving

2001 CC Carryall 2 with FE350D-AS11 engine.
Had been using cart with no problems (and no odd noises).
When it was time to move again, engine would not hit but turned freely.
Eventually took valve cover off and turned crank via starter.
Neither valve moved. Could not feel anything tapping on the push-rods either.
What could have happened?
Does cam have a plastic gear that may be broken?
Thanks for any help or suggestions.

The cam gear is riveted to the camshaft. The rivets seem to pop on the punched side. I pull the engine, fish all the rivet bits out of the base ( the rivets never all sheer at the same time that I've seen, so check in the oil strainer and the drain plug holes), get some machine screws and finish nuts the same size and tighten the gear back on. Center punch the screw end so it locks the nuts on.
A load of work for something silly, but there ya go.

Here's a pic of what Rom was talking about. These are cams from a KF82 flathead motor, but I believe this is what your cam gear looks like. Cam on the left is factory, cam on the right is fixed using screws.

That is what I was thinking I would find also.
Your replies have made me more confident that is what is wrong.
I have pulled the engine and hope to take it appart this weekend.
