Post 1991 par car electrical problems

Got a new to me golf cart and it seems to just keep on running when you take your foot off the gas.
Next it just drains the battery even when the key is off? Would this be the voltage regulator?

I don't know those 90's carts at all but, assuming they are somewhat the same as the 80's ones, check this out:

There should be an accelerator microswitch under the drivers's side floor. There is a plunger that activates this switch so when you press the gas the switch closes and starts the process. See if that switch is ok and if the plungers needs adjusted. I can't think of anything else that would cause things to run when your foot is off the gas, unless there is a wiring issue.

It's unlikely that the voltage regulator would cause a draw when the cart isn't running. What the voltage regulator does is to make sure that enough, not not too much, voltage is going to the battery to keep it charged while the cart is running. It shouldn't be doing anything at all when the cart isn't running (although it is possible something is amiss with it causing a draw but that would be unusual).

You sure your battery is ok? Older batteries lose a lot of juice just sitting there. I would check it's age before anything else.

Oh, make sure your accelerator cable is lubed up really good too so that it's not dragging and delaying that microswitch from closing.
