2000 Par Car Surges while running

Hello,

I have a 2000 Par car with a B&S 9hp model 185430 gas motor. The cart runs but is rough idle taking off, then when gets to top speed, surges. What I think is the governor off the rear drive axle seem to keep moving forward and back. Any ideas? I am a qualified mechanic, just not on golf carts.

Carburetor is usually the cause of surging. Carb and governor work together so one or the other or both is the problem. On older machines I normally disconnect the governor but I'm not sure on the B&S engines.
