Default gas is spitting come out carb

I just bought a columbia 3 wheel golf cart. I believe its a 1984 ( serial number 3B 10509 C4) when i got it it would run on flat ground but could not make it up a hill. I replaced the drive belt, starter/gen belt, spark plug, fuel filters.( there was a filter in the impulse line to crankcase?) and i drained the fuel tank and refilled with 100:1 ratio. Its been running worse since. I now have fuel spitting out the carb, even after i cleaned it. I closed the float up alittle and have thr needle out about a 1/2 of turn now. It will startand will drive about 20feet then fall flat on its face and have to push it back because it will not have enough rpm to move it. Ant help or advise would be appreciated.
Thanks in advanced.

Thank you for the reply,
When i went to that web site I read about the read plate assy and is said, A slight gap between the leaf and plate is normal. When i hold the reed plate up and shine a flashlight from the bottom I see a slight gap between the reed valve leaf and plate. Does that sound normal? Sorry if im not understanding the question.

If all of the reed leaves are there it's probably ok.

There really shouldn't be any gas leaking from the carb in any event. At worst, gas will seep toward the air cleaner to carb connection and leak there. If it's leaking after that point you may need a carb rebuild.

I suspect crank seals too as you may not have enough vacuum to pull the fuel through to your engine. If you only have your fuel adjustment out 1/2 turn your cart should be begging for more fuel rather than leaking it from the carb.

Oh, the filter on the vacuum line is not supposed to be there. I am not sure it would affect performance as it's mostly air in that line anyway but the only filter should be between the gas tank and the fuel pump.
