Default 79 Harley Won't start

This is a 1979 Gas Harley 3 wheeler. I have had it in storage the last 2 years, and now I am trying to get it running. I have replaced all the electronics of this cart. I have confirmed spark and gas flow to the carb. But when I try to start it, it only keeps turning over and over without firing. can anyone please help tell me the next steps I try.

Oh.. and if anyone can confirm the year of this may help as well. I was told it was a 69 harley, but when I try to cross reference the serial, I come up with it being a 79
Serial Number is
3B 11673 J2

3B denotes 1980-82....I believe the J2 may indicate that it is an 82, but someone will probably chime in and let you know for sure.

Did you try to put a bit of gas mixture down the cylinder and see if it will fire up? If it runs for a few seconds then you aren't getting fuel. If you've already confirmed fuel to the carb, then I'd look at the carb. If it has been sitting for two years there is a good chance the carb is all fouled and needs a cleaning.

Ok.. so.. this morning I took the carb apart and completely cleaned it. sprayed some carb cleaner in the block intake and down the top end of the cylinder. still won't fire. Tried starting fluid and gas mix in the piston still no fire. Just keeps cranking over and over. I'm curious of the carb setting for the fuel intake. Right now its set 2 full turns from bottom end (closed). Also I discovered that this model is a breakerless inductive discharge ignition system. Harley ran this system on their bikes from 1978 1/2 to 1979 18 months, then they went to a different set up. Got the air gap set at .005 and the plug gap at .040

If you have spark, and you put some gas mixture down the cylinder it should run for a few seconds at least. I'm new to the golf cart scene and am not too familiar with them....just did a repair on one for a guy around the corner from me. Perhaps the timing is off? That is about the only other thing I could think about. 0.040" for the spark plug gap seems a bit too much. Is the choke functioning and did you try that when starting?

You need to check your compression. It should be 90 psi or higher although it will run on a bit less.

You could also have a vacuum leak somewhere. The oil / crank seals are the usual suspects there. If those are leaking a little the cart will still run. If those are leaking a lot it won't run at all.

Timing is always an issue with these carts but even with poor timing you'll usually get the engine to sporadically run so that's probably not the issue.
