Default Gas Par car help? Unsure of year

Kind of a blurry blurry picture but I'm guessing the cart is a 83-89 cart 4 wheel DX4?

I was wondering if there's a way to adjust the governor on the cart? I would like it to be around 15mph rather than 12mph.

Also wondering how the e-brake works. The brakes are shot so I'm looking for new pads but the e-brake isn't even connected to anything under the cart pedal.

That is the VIN (5K-20675-C8 ) for a 1988 G4S cart. First sold to Esquire Country Club in Barboursville, WV back in 88. As it was a lease, it made it's way back to Wisconsin for you apparently.

I have not done much work on the newer carts but after looking at the 1982 to 1985 service manual the governor seems to be the same as earlier models. Your cart looks like a 1982 model. The instructions for adjustment is on page 6-5 of the service manual. Most folks with governors want to do the max of 20 to 21 MPH and remove the governor completely, works much better. Anyway check the manual the photos are poor due to xerox but the instructions are good.

Like TEW said, just take the governor off. The cart will be fine. The adjustments on those things are very sketchy and don't hold well. Even if you get it perfect it will probably be not-so-perfect after a few runs.

What do mean by e-brake? The parking brake?

Ok, those brakes having something on them, I think they are called "pawls" or something like that. The way they work is that, when the brake is depressed, the top of the brake can be pressed forward and a ratchet like mechanism (the pawl" will extend from the brake pedal and hook onto on clasp near the floor. Hitting the accelerator will release the parking brake.

Page 36 in this should tell you how to adjust that IF everything is there and functional:

So I eliminated the governor cable and it still only does 12mph. The carburetor looks like it opens completely. Atleast the arm on the throttle hits the stop on the carburetor

Yeah, 12 mph ungoverned is too low.

That cart should have an electronic ignition on it so your timing shouldn't be much of an issue. Check your compression. It should be 90 psi or so but a bit less is doable.

I don't know your cart exactly but I believe there might be a governor plate that is sprung to hold the primary clutch (the clutch attached to the motor) from opening all the way. Take that off or at least make sure that it's not holding that clutch in.

It's probable that your carb is gummed up still or otherwise not working right OR that the secondary clutch isn't performing right and it's holding the engine back.

I would try rebuilding or replacing the carb altogether. 81-87 EZ Go carbs can be had for dirt cheap and will bolt right on there with minimal modification (flipping the choke lever on the carb and routing the choke cable from bottom pull to top pull). By cheap I mean $20 or so. Yeah, they are Chinese Mikuni knock-offs but I have had decent luck with them.

If it's not the carb then I think your secondary clutch isn't opening all the way to get your top speed and it will need replaced.

You know, looking at your pics, the second one down, that belt on the secondary clutch looks like it's riding kinda high to me. It's kinda popping out of the top of the clutch a bit and that doesn't seem normal. It should be 1/2 inch or so inside the clutch. It looks the belt is too wide but it's tough to tell in a pic. If that's the case it will 100% rob your speed.

Before you do anything, you may want to get a new belt from a dedicated cart supply shop to make sure you have the right one. A lot of guys will just something close from an auto parts store and slap it on a cart.
