Default Columbia par car 1 speed

i have a 1991 columbia par car that has one speed no matter how much you press down the throttle it just takes off. i cant figure out why it is doing this.

check for a broken throttle cable

check where the throttle is when the micro switch closes

the throttle cable is fine. Should the throttle be pushing the micro switch in all the way?

As you push the throttle the round disc shoild lift off the normaly closed switch sending power to the ignition.

ok it does that. does this cart have a governer? if so how do you adjust it?

Be sure that the throttle and switch are working so that the trottle is not 1/2 open when the power goes to the coil.

My cart did not have the Gov hooked up when I got it. If you still have it it would be a cable running from a paddle that rests on the primary clutch

yes it still has the gov. should i remove that? and the top of the carb where all the cables are should that move? it only moves about 1 cm when the throttle is to floor.
