Default carb problem

Hi again i am having problems with adjusting the speed on my 86 par car. To start of i changed the accelerator cabe but i have no idea how it suppose to be hooked up. It seems like when i hooked it up it opens and closes the carb like it suppose to but i have no idea how the other cable going to the engine is suppose to work it looks like it is there to give the right mixture of oil and gas to the engine.can someone please help thank you .
