Default Trying to decode my VIN

Good evening all..... I am new to carts and this site. I just purchased a seasonal camp site and included in the deal was 2 carts... The one that I am trying to decode is a 2 stroke Columbia with a VIN 5K-21671-C6. I think it needs a tune up.... Constantly have to play with the choke to get it to start and run. the owners said the replaced the carb last year so I wonder if there is an adjustment that needs to be made. ANY and ALL help would be wonderful.. THANK you in advance!!!!!
