Default 91 par car oil pump issue

i recently acquired a 91 gas par car and it seems as though the oil pump cable from the throttle has been cut. when i tore the cover out to switch the electric ignition to points there was a puddle of oil sitting on the lip. my question is would it still be getting oil through the oil pump even with the cable cut? if not what is the fuel to oil ratio to mix the gas?
