Default Fuel Problems II

I have a 1986 DX4 that I just changed the carburetor because my father (who gave me the cart) had problems keeping it running and dismantled the carburetor losing the needle valve and other parts. Therefore, once I changed out the fuel wasn't getting to the carburetor so I checked the vacuum line and it was full of creamy white fluid and the line was obstructed. I removed the obstruction but still no fuel to the carburetor. Any help would be appreciated and I'm contemplating buying a new fuel pump. Thanks again.
