Cart slows suddenly when off of gas

When you let off the gas, the cart slows suddenly almost like the brake is being applied, sometimes to the point that the rear tires will momentarily lock up. Feels like an engine brake almost.

The cart also either runs wide open or off, there is know happy medium on the throttle.
