Default 1990 primary clutch not fully disengaged?

I noticed if I stop on hills and go to start my cart would only jerk forward. If I lift the seat and yank on the belt the primary clutch will disengage further and the cart will then go up the hill. After jacking the cart up and running it it seems both clutches work fine. But it seems the primary clutch never separates at full. Thus not allowing the belt to fully rest in between. I notice the clutch can move another inch. I'll post pics soon. The clutch has a lot of soot and cap on it... from what I assume is from the exhaust. What's the proper way to remove it to allow cleaning? It just seems that it doesn't extend all the way when the engine comes to a stop.

Update. While jacked up inlet it run wide open and kept spraying the shafts towards the tank with lithium grease. It not opens all the way and and goes up hills from a stop. I was thinking of using emery cloth and polishing it while it's open and then applying small amount of red grease. This clutch gets hot though. And the outpipe on the exhaust points right at it. Is this normal? I know my cousin who owned it ran 40:1 in it and it smoked a lot till I started with 80:1. The clutch is covered in oily dirtish...

welcome nascar!!! Maybe post the year of the cart. I'm sure it's a 2 cycle because your mixing the fuel at 80:1 which should be 128:1 or 1 oz per gallon. Now the clutch clean it well with carb cleaner and compressed air then instead of grease use graphite the spray works well. Please post a pic of the engine bay area so we can see why the exhaust is directed at the clutch which sounds wrong. Maybe bent ???

Yep 128:1 or 1oz per gallon. Yes oreillys, auto zone, napa graphite Spray dry lube. I've put mine on jack stands and started it, gave it fuel to close the clutch
and you'll see the shaft exposed for the clutch SPRAY THERE !!!! You can also roll the belt off start it and do the same thing on the ground.

Humm! 88 or newer i'm thinking maybe 89 because the muffler is horizontal. Someone else would know. My newest is 87 but the clutch is the same.

The serial number is on a plate on the right side of the dash. You can look up exactly what model and year on the EZGO website. If its 89 to 93 then the manual is available to download for free.
