Default 89' EzGo 3PG assistance with resurection

Heya folks, first time poster here.

I have come into an 89" Ezgo that's has "been through it". From the descriptions in this forum I believe it to be a 3PG. It's been sitting for about a year. The person I got it from complained that it just needs a $30 part and it should be good to go. (I'm not expecting that to carry much weight). I got it home and picked all the glued on shells off it and bamboo that was twist tied on all the trim bits and it's a rough cart at its best. I took off the seat and tossed it (it was full of bugs and chared from heat). The exhaust doesn't appear th be bolted on it the studs are not there if it's not bolts. It looks like there was once something on the blower cover (maybe a governor or a fuel pump).

I'm thinking, I don't know where to start. Id love to get on with the body work but I don't know what I'm going to find with the engine. I was hoping there would be some type of transmission but as I know now, the engine just runs backwards for reverse so putting a vtwin Predator engine on there will do me no good without reverse. So I'm wondering about troubleshooting, do I jump the starter with some fuel in the head to see the reaction? Do I remove the engine and tinker with it? I was told in its last 2 days before it was parked it was reversing but no forward. Well I have the next few days off and I wanted to either make some progress with the engine or to start stripping the body. Any suggestions would be great. Oh, and the key is missing ¯\_(ツ)_/¯ .
