Default Coil voltage

What should the voltage be on the red and white wires that connect to the coil? When the motor is not cranking but with the key on, I have no voltage coming in to the coil. With engine cranking, I have zero volts on red wire and 4.5 volts on white wire. Assuming this should be 12 volts, what could the issue be?
