Quick seat cover question

Got a new set for my 2002 cart project.

Question is, is it better to pull the old cover off of the foam, or just go right over the top of them with the new ones?

The old vinyl is in good enough shape, no tears or rips, it's just old, and tan.

What do you guys do?
