You need a spring from an ink pen on the throttle cable. You should hear your pedal micro switch click before the throttle opens.

your throttle isn't closing all the way when You let off the gas - what happens, is You let off the pedal and the microswitch kills power to the spark plug, but the open throttle allows fuel to be sucked into the engine. When You hit the pedal again, WHAM that fuel ignites, giving You the backfire. Common issue with these old 2-strokes, as mentioned you need to tweak your adjustment a bit more. The goal is to have the cable set so that you hear the click of the microswitch under the pedal *before* the cable starts to open the carb. The spring is there to help the carb arm close all the way, because even a *little* bit of opening prior to ignition, and You're going to get that backfire.
