I doubt it would be the valve timing as it runs fine open throttle. More likely to be governor adjustment or throttle cable adjustment. Lock the gears in neutral at the axle shifter (should be a pin you can pull and rotate 180 degrees ) and wiggle the gearshift to make sure it is in neutral while turning the rear clutch to make sure the wheels dont turn. Or jack the rear wheels off the ground. then with your foot, slowly push down on the gas pedal and you should hear a very slight click from under the floor by the pedal. once you have identified this you then slowly push the pedal and if the throttle starts to open on the carb before you hear the click, you will need to adjust the cable or the throttle link between the governor and carb. Some people adjust it like this to make the cart go faster, but it messes up the switch timing. If the carb is open before the switch activates it make slow driving extremely jerky as the ignition is being switched on and off while the carb is open. also check that the throttle stop screw on the drivers side of the carb is not screwed in too much and holding the butterfly open on the carb. if so, unscrew it and launch it into space as it is not needed on these engines. or put somewhere safe just in case LOL

This will also make the cart backfire causing the "cough"
