Default Slow starting then runs fine?

Hello Buggy Guru's, I am back seeking more knowledge. So I have been have a great time with my Cart, been at the campground since early April. So I'll blame the wife....hehehe. She was driving it last week and it started to take a very long time to start. The starter runs and turns over the engine but it can take up to 60 seconds to actually start. Once it does it surges forward pretty hard then runs fine until you stop and then you have to go thru the whole thing again. Whne I built it, it was a rebuilt engin from CT rebuilds, new fuel lines, filters, Carb and Fuel pump. It is not leaking anything and is not burning oil. I am at a loss. Be reading a lot of posts but have not seen this one before. I looked everything over and the lines have no cracks, the Valve lash is set to .005 (Worked best for the engine). I do get a very slight spit out of the carb at really slow speeds but it is faint and only once per deceleration. I sis use the 1/4" flexible (Thin) fuel hose. Buddy thought that it may be collapsing since I used it from the crankcase to the fuel pump? Also when it does start there is a really strong smell of gas like it is flooded. I check ed the fuel pump and it is pulsing out about a teaspoon of gas every pulse. Sorry if this is a jumbled but trying to add as much detail as possible. I did notice it started easier with the air filter off. Any Ideas?

Toss in a new set of spark plugs they can foul and act goofy and probably wouldn't hurt to give the carb a quick cleaning and make sure float isn't set to high blow air in the fuel inlet and raise the float air flow should stop when float is level

There is your answer, its getting to much fuel or not enough air.

I would take carb apart and clean, soak it over night in carb cleaner, blow out with compressed air and change air cleaner. bet it will be fine then.

So today, I replaced all the thin fuel tube with STD 1/4" thick wall and ensured all claps were good an tight. I did add a second fuel filter after the Pump as I only had one on before. I checked the valves again and ensured they were all at .004 I took off the breather box and put 4 rubber washers on, one on each stud and each screw. I then buttoned it up. I was just about to test it when I noticed that the connection to the gas tank moved kinda easily? (Not tight at all) So I added a generous amount of RTV around it to seal it up. Once dry I took a spin. It starts immediately, no more hesitation on the start. I did note some small spits out of the carb at slow speeds so I started to adjust the throttle linkages until I got almost all of them out. But it still went pretty fast and spit when trying to go slow so I then adjusted the Governor for a slower speed. Seems to run really good by comparison now. I do get a faint spit or backfire once in a while wne going very slow, like walking speed. Anyone got a suggestion for that Also note when I had the breather off I did pull the carb apart and hit it with compressed air. I think most of this was the gas tank not sealing.

check to make sure the gas pedal microswitch clicks before the carb butterfly is opening and also make sure the butterfly is completely closed when pedal is up,

Cartmaster makes a good point to check.

As for the RTV, I think you were talking about the elbow going into the tank?

It is attached to the pick-up tube going down to the fuel. so it should not suck air at that point unless the elbow it self was cracked. But that would have made it harder to start with air cleaner off, too much air and not enough fuel.

Think cleaning out the carb made the difference? Anyway its all good now and that's all that matters

Every spring we see these issues after carts not getting much use during the winter.
