Default 02 TXT Starting Problem

Im having a weird Problem. I have a 2002 TXT that does not want to start. When I hit the Gas the starter belt cranks but the engine will not fire. If I keep pressing the gas over and over and over Im talking 20-40 minutes It sometimes starts up and runs perfect. Once I Get it running It will run and Start with no issued until it sits for a few hours and then It goes back to not starting. I have done the following trouble shooting, and cant find the problem.

Checked fuel pump and Im getting plenty of Fuel
Checked and changed spark plugs
Cleaned Carb.
Replaced Carb
New Air Filter
New Air Intake hose

This is Driving me Crazy. Any help would be appreciated!
