Default 85 robin 244cc. Sputtering problem

Hi I am new to the golf cart scene. I have recently purchased a 1985 easy go gas golf cart with the robin 244cc engine in it after it runs for a few minutes it starts to sputter and backfire I have clean the carburetor and changed over to a electric fuel pump I cannot figure out why it will not run smoothly at higher RPM also I found a cable that seems to go from the throttle body down to a spring arm by the muffler??? what is that for? Any help is appreciated thank you

Cable is for the governor.

Symptoms sound like a crankshaft seal

Thank you for the manual. I will take a look at it.
I think I should be able to spray carb and choke cleaner by the crank seals when it is running and the RPMs should change if they are leaking. Correct??

So I found my problem I have a blown base gasket.
Unfortunately the person that owned this before me had replaced the piston, rings and also put a new cylinder on it but they did not tighten the nuts at the base of the cylinder so this motor has sucked in dirt and grime and destroyed the piston and rings looks like I’m going to do a complete rebuild
