1990 EZGO , belt wont move down into sheaves

Hello,

I have a 1990 EZGO that I just put a higher torque spring in the secondary clutch. It seemed pretty straight forward. I made my own compression tool to get the spring out and then put the new one in. My issue is that the belt no longer descends into the sheaves like the old spring did. The belt stays at the top and the cart doesn't feel like it's changing gears anymore.

Could I have put the new spring in wrong? The new spring I bought is this one,

It was easy to get the belt off and replace... Hmmmmm
