Thumbs up 2004 EZGO TXT limo Honda GX630 eng - Seems like it's slipping no high speed

Hello, I recently purchased a 2004 EZGO TXT lifted GAS 6 seater with the Honda GX630 engine upgrade kit from Jakes. About 2mo ago the cart started to slow down to about 20mph and it started to smoke the drive belt going uphill. I decided to replace both clutches and belt with new. Now cart only reaches 10mph at full throttle. I checked engine RPM and full throttle it is at 4000rpm which is OK. It feels like something is slipping somewhere, I was told there is a governor inside the transaxle. Maybe that is fried? I found a lever on top of the transaxle with nothing connected to it. If I move that lever side to side nothing happens while driving no speed changes. Any help or ideas are greatly appreciated.

Parts changed:
-NEW COMET drive clutch
-NEW Jakes Driven clutch and Belt

Sounds like another clutch problem, is the drive clutch closing and driven opening?

Yes both work fine, they are brand new.

The governor on the rear end on a stock cart is hooked to the linkage
to the carburetor, not being hooked up I doubt that could be the trouble.

How does it push? Are the brakes dragging?

A Jakes disc brake kit was installed in front........ I will look into them dragging. Good thinking! I will advise my findings, thanks guys.

I jacked up cart and checked to see if brakes are dragging and that's a negative.

Many people disconnect the governor lever when installing different engines. I wouldn't worry about that part on differential.
If all was ok before the clutches were changed then there you go Put the old clutches back on one at a time and I bet you will find which one is causing the issue. My bet is the drive clutch has a super strong spring in it but thats only a guess

Thank you Trig123, I will keep that in mind. Cart feels like the engine governor kicks in and keeps it at 10mph. Does anybody know how to adjust a gov on the Honda GX630 engine?
