Basically smooth out the port so air can flow easier. Check out this website:

Since this is a 2 stroke, cleaning up the intake ports will make the biggest difference. When you remove the reed block from the cylinder, you'll see the opening branches off into several chambers (ie: ports). Just take a dremmel tool and smooth out all the casting marks. You don't need to remove a lot of material. You basically want to turn the intake and exhaust ports from their stock cast look into a clean machined look. The idea is to make it so the fuel flows into the engine with the least amount of turbulence possible. All the stock casting marks causes turbulence in the fuel flow which really restricts the flow rate.
I personally wouldn't bother milling the head. If you take off too much material, you'll have a problem with the engine detonating.

I should have also mentioned, I just tore down my 1987 EZGO engine and you wouldn't believe how poor condition that motor was in. Yours may be in the same shape. You can buy a new top end rebuild kit or even a top/bottom end rebuild kit like I did. If you buy one of those, you can always use your stock cylinder to practice your porting skills on.
If you want to see pictures of the mess I found in my motor, take a look here NetMXer's 1987 EZ-GO Martathon restoration

well dont you think that in a sense boring it out is the same as having a new top end of the engine, because it makes it totally resurfaced, right? i will be putting new gaskets and crank seals on it too.

and about that expansion chamber, is that the part on 2 stroke dirt bike exhaust that is like an oddly shaped muffler?

Boring it out actually makes the combustion chamber a little bigger, but not much, as well as resurfacing/honing the jug. Yes, I do believe the expansion chamber is the oddly shaped part on the exhaust. In this case, I think modifying the muffler may cause more issues. I would try the port polishing and boring!

Nice car by the way!
