Default Workhorse govenor stuck

My 01 workhorse will only run 17 mph no matter how I adjust the govenor tension,Am I missing something or do I have a defective/stuck govenor?Any help will be appreciated.

I tightened the nut almost all the way in on mine so the spring is almost completely compressed.

Isn't that about all a workhorse will do with its gearing.

It may be,I'm new to workhorses and just thought I had seen posts where people were getting a little more speed out of them but I could be mistaken.

It does increase the speed but you are also increasing the rpm's. I don't drive mine wide open very often. But if one of the neighbors is coming up on me I have to smoke them........lol
