Need help
My dad has a 2001 workhorse he called me and said it wouldnt start so I went to his house and looked at it. When you press the gas it will barely turn the starter. Has a brand new battery reads 12.4 volts but when the gas is pressed drops to 3.8 volts. Maybe solenoid or starter? Please help.

It is unlikely that anything would drop your voltage from 12.4 to 3.8 without a great deal of smoke. I would guess that your "new" battery needs charging.
