Default 94 EZ-Go Idler Arm issues

I have been trying to run down a steering problem for weeks. I went through the steering box with new reduction gear and everything seems tight. The idler arem has slack in it but after removing the idler arm and shaft the bushings seem good. all of the slack seems to be where the shaft passes through mounts on the frame. how you correct this problem? I was thinking about welding the shaft to the mounts to fix this.
