Default Brakes are tight

I just replaced my brake shoes with genuine ezgo shoes. I adjusted everything all the way down yet the brake are tight against the drum. I can turn the drum but there is a lot of resistance. Is it okay to allow the brakes to be tight and let them loosen as they wear a little? I took it for a test drive and you can definately feel the drag. BTW its an ST 480 with hydraulic rear brakes.

Ya mine where loose as all get out. So I checked the drums and they where very hard to get off. I couldn't believe the shoes looked almost new?? I disconnected the cables worked them back and forth but they are pretty gunked and sticky and cleaned out the mech. with brake cleaner. I tightened the turnbuckle and they are tight now but I can turn the wheel by hand but ya they are dragging but the cart stops much better now. I am getting new cables but as long as you can turn the wheel by hand I would let them break in a little. If it stays hard to turn for more than a month you might need to buy new return springs.

The cylinders may be rusted inside and not allowing the pistons to retract fully.

Doomsman, they are retracting. Checked them yesterday. It appears that the replacement shoes were squared on the leading edges. That made them out of round. When I checked them they were starting to round out and the rest of the shoe was beginning to make contact. Now that they are chamfered they are loosening.
