Default Dumb clutch question

Okay I've got a dumb question here so bear with me. What's the difference between the two clutches on a 295? Which one gets ya goin and which one keeps ya goin? Reason I ask is because even after I put on a shorter belt I still feel that my engine is revving high before it really engages the clutch and goes. May rev high for just a couple seconds but when it grabs it takes off nicely. Any ideas? Could someone post a link on how to service the clutch? I'm wondering if a good cleaning and some Emory cloth could help?

The drive clutch engages and starts the cart moving the driven clutch shifts
open to allow a higher speed. This is a vid that may help. The drive clutch is the close one.

The only thing I don't like about Ezgo is the spring loaded drive clutch.
The motor has to first rev to overcome the tension of the return spring so you get a slight rev before it engages.
My Yamaha doesn't have the sprind and it takes off so much more smoothly.
I will be removing the spring in Rhobyns Ezgo and shiming the clutch closed just a bit to see if I can get rid of the take off rev and will be posting results on what I do and how it works out.
Or you can do it and post them.
