Default Battery overcharging

My battery on my 94 1/2 Ezgo is overcharging. Is that the starter generator pushing too many volts. Voltage regulator maybe?

Voltage regulator problem...put a meter on battery, cart in neutral pedal down at full RPMs voltage should rise to between 14-15 volts give or take a little...

I just put a new voltage regulator on because it was putting out more the 16 volts. Now the cart wont even turn over.

The fuse under the cover by the selenoid is still good. Is that the only one?
