Are you sure it is 1990 or are you sure it is a 4 stroke? 1992 is the generally accepted date that the twin-cylinder 4-cycle engine became the standard power plant but in fact the 3pg ( 2 stroke) engine can be found in golf carts as late as 1994.

Welcome to BGW

your going to need a, 4 stroke motor, --- engine cradle to mount the engine, and a rear end out of a 4 stroke cart , and more to do this

It will be quite the project although made easier if you forgo reverse gear then you do not have to to change the rear axle, that said everything Rib says is spot on. If you decide to go this route I would suggest that you do not get a used Robin 4 stroke. These engines are not designed to be rebuilt and you could end up investing a large amount of time and ending up with a lemon.
If you don't mind me asking why do you want to remove the 2 stroke. The 3PG that you have is as powerful as the 4 stroke but has a better power to weight ratio. Most guys running it a pretty happy.

OK, if it will cost to much to convert it, then how do I make it run Quiet, I have replaced the top end, and the bearings on the crank, but it is still loud.It also has a new muffler as well.

You will have to accept that 2 strokes are intrinsically more noisy that 4 strokes. This is because, whereas the explosion of a four stroke is entirely contained within the cylinder, on a 2 stroke the exhaust port opens during the explosion. This means that the engine is very hard on the exhaust gasket. I would be tempted to buy a set of exhaust gaskets for it (they are just a few dollars each) and replace the cylinder to pipe and pipe to muffler gasket. It might also be worth using a little high temp gasket goo as well.
