Blueish smoke usually means it's burning oil. Check the compression. If it's a little low, maybe rings. If it's really low, it's not good.

Well I pulled the 2 plugs and dont have a guage but placing my finger near the holes it seems to have a good suction. Also the plugs have a lot of oil on them. I cleaned them off then put them back and the engine would start and blew more smoke before not running again. I guess I will buy a guage tomorrow. Any idea of what the compression should be? Or how much it would cost to replace the rings?

I don't know what the compression should be for sure, but I would think at least 150#. Hopefully someone that knows for sure will stop by. Rings are cheap if you can do it yourself.

Could it be the oil seal?

Not sure. Just hoping it is not expensive to fix. Not very familiar with small engines. Seems like it blew smoke kinda like a rear main seal on a car.

It's most likely rings. If it started after cleaning the plugs, that probably what it is. Don't run it until you find out for sure. If the rings are broken, they could damage the bore.

Isn't this the one you adjusted the governor on and got it to run 22?

I would have to say, "adjusted the governor" was the key phrase in the post and the nail in the motors coffin. sounds like you toasted the motor with to many rpm's.
