Default 97 TXT has weird starting issue. Is it normal?

I have recently aquired a 97 TXT that still has a 295 in it. It runs good but we always want more! I was able to grab the clutch and just spin it. No compression, but still ran great. I did adjust the valves and now it is harder to turn by hand. Anyway that was a side note. The cart runs good but cranks weird. If I just sit down and step on the pedal it will just spin. This is after the motor has been run for awhile or cold. Same either way. If I reach down and pull out the chock for just a split second it will catch and start. Or if I barely press the pedal to where the started starts spinning and slowly press it further down it will crank. Once it is running I can slow way down to where the clutch disengages and then step on it and it will go. Any idea why I cant just step on it and it start? Are there any carb adjustments? All I see the one that determines where the plates close and some black knob on the top that only turns from one side to there other.
